I attended both hearings and the vote last night and what I saw was an
amazing amount of cowardice by a group of selected leaders. Rather than
stand up and protect the Ramsey County Charter, under which they were
selected, they would allow the supporters of the stadium, both at the Ramsey
County Board and at the legislature take away the right, already granted
under state law 299A.01 and gut the Ramsey County Charter.

I went to the Ramsey County Charter Commission Website and looked up what
all of the opponents did professionally and found that almost all of the
opponents to allowing Ramsey County voters to vote on this issue were former
Mayors of small cities in the north burbs. I was unable to determine which
political party they were, but here are the selected leaders, (they are all
selected by the Judges of the Ramsey County District Court), who voted
against allowing us to vote on this $600+ million dollar tax:

To the extent that MN GOP's conscience is external, internet tax freedom and it's pro-small-business stance at least equally deserves the name as the liberty caucus with it's anti war stance.
The Wall Street Occupiers probably all agree we should protect the entrepreneur class from big business tax, VAT tax, business to business tax, national sales tax, and internet tax.
Inform them that trillions in revenue can only come from those revenue sources and that the revenue sources are needed by Dems to dig out of their spending problems, and their partisanship will kick in.

But it's true. Obama's problems can only be solved by big business agreeing to massive tax. Big business will do it because in the process small business, and much of big business competition, will be unable to share the burden and will be crowded out of the playing field before ever getting on their feet.

This is why I oppose Cain's 9-9-9 plan, although I like the man.
The 9-9-9 plan introduces the dangerous precedent of a national sales tax at a time when the root of our problems are only spending and we need to focus on reducing spending only.
Paul Ryan's plan included an 8.5% VAT. Again, not what we need to do.
We need to harshly reject and roll back spending and the Democrat spending habit or spending style.

The weakest portion of the project is, in fact, the recommendations section, attenuated as it is. Republicans like Christopher Cox, Huckabee and Enzi should disown parts of the 2001 Internet Tax Freedom Act (ITFA) that include Streamlining or Canadian style harmonization or themselves be condemned for advocating a "sense of congress" that we should nationalize sales tax in any way or adopt Canadian harmonization or streamline each states' sales tax policy to make them all the same.

It is clear these streamlining bills are rejected by TEA America. We like tax-free internet sales; we do not like cumbersome freedom-stifling paperwork.
We want to preserve freedom for posterity. We are preserving the opportunity to go on the internet, sell your stuff and actually make a fulfilling livlihood without the threat or pressure of a tax collector above your head.

According to the MN-ITFA the shopping cart technology used as a resellers agent helps define the reseller/buyer ecommerce transaction as subject to buyer Use tax only.

The MN-ITFA may be "discriminatory" under the federal ITFA. If a reseller uses an agent (shopping cart technology) the buyer is liable for Use tax. The definition is unambiguous given the legal success of Soverain's shopping cart patents. The yearly threshhold at which a buyer voluntarily pays Use tax is increased to $250,000 from $770.
Because the buyer is paying Use tax, the Sellers are not to collect or remit any sales tax, to avoid a multiple tax.

The recent Stubhub! case is an example of how narrow a scope the federal ITFA has and how weak a force for freedom the federal ITFA is:

The anti-Palin people slandered the right so much they didn't immediately apprehend that the blood libel slander involved murder while their other libels didn't. The anti-Palin perpetrators demonstrated use of a medieval tactic in the 21st century.
21st century blood libel is doing the same eliminationist blood libel of medieval times, except instead of the ritual baby killing as the murderous technique which the rumor-target has adapted and cravenly "needs", it is the style of rhetoric of the rumor-target.

Nothing the left accused the right of has turned out to be true. But the gunman is now aware of and indebted to their effort to find him a scapegoat.

Note the right/TEA people sees no value in reviving a medieval attack technique because we can expose the left's covered-up misdeeds (of ignoring the fiscal big picture) without libel.

Sheriff Dupnik, dealing with Loughner for years before the shooting, failed to prevent this from happening. It maybe nothing could have been done. I'm not sure if Dupnik's scapegoating of the right was a routine he used in dealing with Loughner when he was a liberal years ago (and which was continued by Dupnik to maintain it's validity to Loughner) or a routine in distracting the press from the fulfilment of Dupnik's job. It's probably a little of both. But as US Rep Gohmert has pointed out, it potentially damages the prosecution's case.

Identify in MN code 297A the individual engaged in ecommerce as an entity-exemption.
eCommerce is any transaction involving shopping cart technology as defined by the collection of ecommerce patents owned by Soverain.
Update 297A to reflect that all eCommerce transactions are subject to Use tax only, not Sales tax.

Exempt (up to $250,000 yearly) all Minnesota eCommerce transactions in 297A.

Enact a resolution directing creation of a Revenue Commission rule that raises the Use tax exemption from $770 to $250,000.

Enact a resolution directing creation of a Revenue Commission rule whereby no seller shall collect online sales tax from any buyer and that all MN ecommerce sales are subject to Use tax to be paid by buyer only as a Use tax.

MN buyers and sellers who engage in eCommerce over $250k will be exempt from filing any remittance based on the federal ITFA and cannot ever be required to remit retroactively for the years covered by the federal ITFA.

If the federal moratorium, whichexpires in 2014, is not extended, MN buyers who engage in eCommerce over $250k / year will submit a volition-based Use tax report and remittance and sellers will continue to exclude internet sales from their sales tax remittance.

H.R.3590: Patient Protection and Affordable Care Act

The bill neither protects the patient nor makes healthcare inexpensive. We've seen before government efforts to control cost and reimburse doctors and hospitals fractionally for the care the doctors give to Medicare patients and Medicaid just induces doctors to charge more to those not in a federal or state program. Very few legislators read it and those who may have read it, could not have known it's final form.Pelosi admitted we would not know what's in it until it is implemented. In the politics of envy, everyone in healthcare might look bad and it's not the case really - most have good intentions. Doctors, insurers, and hospitals are in a complicated free market which is driven by a $37 trillion Medicare deficit and a system that perpetuates the deficit.

#1 is important. HR3590 begins to destroy Medicare in at least two ways - by taking away $500 billion and giving it to a new redundant entitlement, and by tying the hands of those doctors who might want to serve Medicare patients by setting the fee-for-service rates those doctors will be reimbursed by the federal Medicare program too low. In the same way, private insurance is crowded out of the industry by a promised government option. Private insurance faces regulation designed to bankrupt it by setting requirements and price caps under which profitability cannot be maintained. Democrats had planned to set up a government "public option" insurance entity with the confiscatory tax power of the federal government to handle the expected failed insurers' clients. The public option was removed by Democrats. What we are left with is a hobbled private insurance industry absorbing millions of people at federal Medicare or state-funded Medicaid rates, which, under a constitutional system, would inevitably file for bankruptcy, but which will
instead, probably solicit congress for endless taxpayer subsidies.
#2 should be the focus. Once it is accomplished modestly expand Medicare to include the 12 million or so (not 30 million) that cannot afford insurance and need it.
#4 Tort reform -caps on lawsuits - will reduce doctors' insurance costs.
#5 Mandates are items such as port wine stains, mental health service, or HIV, that the state requires (or mandates) insurance companies in MN cover include in their insurance plans. These mandates should not exist. The insurance companies should create the plans for the market.
#6 This will lower premium costs and not burden current federal or state regulators.
#7 Employer-based insurance is a remnant of the WWII era when labor was scarce and companies wanted to attract the best employees. Employer-based insurance tends to lock out smart competitors unsavvy in collective healthcare plans.
#8 Many innovations are market based.
#9 Remember Jason Lewis' ideal capitalist system - subsidies of any kind are unfair government interference and tend to lock out the recipient's competitors. Regulations also tend to discourage competitors.
#10 Repeal!!

Some topics, such as my beloved teenage self-published project, Zestro, are virtually impossible to work into conversation.
But I'll try.

What is it's significance?

Individuals and nations of the West are not afraid of any scripture or religious idea.
Burning books at the government level (not individuals burning books) demonstrates fear of a literature or writing that does not characterize the West, Christians or secularity, for that matter.
So again, what does any of it have to do with Zestro?
Zestro is a number theory that is deep enough to allow a simple understanding of a component of the West and capitalism - math - but not so intuitive yet that it may help prevent, or itself be a target of, demonism by politicians or figures like Terry Jones of Florida who planned to burn the Qur'an / Koran.
How can Zestro help bridge Islam and Christianity? It might help tremendously if you believe Islam's rage is partly akin somehow to Western youth rebellion and if you believe youth rebellion is partly from, as 10 year olds in math class, being told A number system (decimal) and A number theory (Peanno), encompass all empirical understanding of the natural, civic and financial worlds.
So why did I write it?
To bridge cultures and foster a lasting Western culture by establishing a new number theory to replace Peanno.
To define an open-standard honest discipline for use by others as a perception enhancement exercise.
To create a user's manual before it's parts are put to practical use.

Zestro is an ideal programming task for each new programming language you learn. It helps exercise your understanding of each language's string capabilities.

I believe we are, as individuals and as a nation, strong enough not to have to burn any religious literature or suppress any religious ideas.
I oppose political demonizing and witch hunts.
I support freedom of religion, property rights and liberty as an individual and will support these things as a law-maker.

I also defend the Ground Zero Burner's right to burn the Koran if so inclined. Do you?

Eric Holder's race-based guide book wreaks havoc on local enforcement

Not only is US Department of Justice head Eric Holder affecting St. Paul's city charter in Minnesota as I reported this summer, http://deltondigest.blogspot.com/2010/07/photo-id-opposed-by-eric-holder.html, and here: http://deltondigest.blogspot.com/2010/05/justice-dept-to-fight-az-over-july-29.html, but he is affecting our enforcement and family court systems.

The county-run Youth Services Bureau in Ramsey county, Minnesota is a vendor that administers JDAI, Juvenile Diversion Alternatives Initiative, in St. Paul Minnesota under the purview of the county family court system.

On page 36 the program contains numbers that are the basis for race-based arrest quotas that must be met and race-based maximum contacts and arrests that may be made by officers.
On page 81 the manual acknowledges it might be seen as such. It is such, as implemented.
So the next time a liberal derides reverse-discrimination as a myth, show him this link, and stay overnight in a neighborhood forsaken by cops at the behest of the county family services, and see if you get work done, are able to refresh yourself for the next day, leave your home and enjoy an event, or in some cases, are able to survive unhurt.
Oh, and the program is pushed and election-cycle funded by Ramsey County Sheriff Bob Fletcher.

Note that of the two, only Fletcher opposes Conceal & Carry and only Fletcher supports St. Paul's highly questionable city charter Sanctuary City laws.
This, combined with the MDE's busing of serious, ambitious school children to popular schools like Mounds Park Academy, deprives neighborhoods such as the West side and East Side even in day-time, of role models, inspiration and in most cases a moral voice.
From an enforcement standpoint, when kids know you can't engage or contact them due to the county directives you follow, they act out and sometimes video their provocative crime as if it is theatre. This is amoral. The liberal juvenile policy of Ramsey County as exemplified in JDAI must be stopped and enforcement decision-making restored to the better informed, those closer to the victims, and those more likely to be eyewitnesses: the St. Paul Police Department St. Paul Police Department.

This is typical of the pretentious deceptive people working at the US Department of Justice under Holder.
From page 34:
"It is useful to recall that the RRI is created by dividing the rate of minority contact by the rate of majority contact. If the two rates are equal, then the resulting index value will be 1.00. Values that are both more than and less than 1.00 thus reflect disproportionate contact."

But of course these are PROFESSIONALS. The race-based formula is way too complicated for people like us.

This is redistribution of arrests.
The decision to arrest juveniles has been taking from the police and given to the county family court's "Quick Response Team" at the Juvenile Detention Facility, who have not witnessed the crime or necessarily talked to victims. To accomodate the juvenile delinquent maximum numbers in Holder's ridiculously complicated formula, older, more dangerous criminals are released.
A policeman was relieved of duty/transferred because he told his men to arrest juveniles that violated the law. The county family court system has taken over that function (deciding who is arrested) according to Holder's guidebook and race-based formulas.
It is yet another result of Eric Holder's criminal administration.
Our nation's Justice Department is under the custody of criminals under Obama and as such it is a joke. But the office will survive this ignorant administration.

Thomas dismissed New Black Panther case

There are people allied with this administration that are dedicated to ignoring
selected legally passed laws - whether it be Motor Voter list maintenance,
immigration law, new black panther members or whatever.

Holder will not win the AZ case. He might try to bully the defendents which I
would not put past this administration. I do not trust Eric Holder. The
administration has already encouraged boycotts of AZ prior to the case opening.

With Obama we have a lack of direction in Afghanistan, the coming taxes on
those earning less than $250k, the burdening of Medicare and Medicaid while
simultaneously cutting Medicare by half a trillion, the burdening and misguided
takeover of Minnesota's healthcare management, when Minnesota is a pioneer in

and every state.

Don't forget Obama's fiduciary malfeasance in all this, which is what I feel
the Obamacare litigation should be focused on. Together with Democrats in
Congress they manipulated the CBO's project cost report through the Doctor's
Fix. We simply can't afford millions of middle-class on Medicare and Medicaid
while simultaneously cutting reimbursements for doctors treating federal
program people. It is untenable.

secret deals with Blago, allowing Mexico to chastise us when Mexico is weakened
by drug lords and did not live up to it's NAFTA expectations, healthcare, and
his support of internet taxes, confirmed my sentiment.

Each of these issues have repercussions for Minnesotans in St. Paul.

There is no other way besides monetization which further erodes credibility and which a
government default might preclude, eventually. And the Federal Reserve can't monetize the government deficit like the private sector because there is no big agency comparable to a big company failing and getting bailed out or secretly subsidized. On the other hand monetization on the granular level inside the government sector is more easily concealed than in the private sector perhaps. So what will the Fed do for monetization after we collapse like Greece and when a global economy takes over? We do not want to go there. We should turn it around now by reducing the programs, repaealing Obamacare and recognizing and voting out irresponsible legislators at all levels. AIG should have failed. The consequences of our present policy dwarf whatever consequences were attached to AIG. Bring back corporate raiders with their cash to soften the blow, by removing corporate bylaw language that discourages it. Or allow bankruptcy. Fannie and Freddie should be allowed to file bankruptcy instead of involving more homeowners in their liability. Obama is dividing this country with his race-based judgements like that involving the Chicago friend, his secret ghost writer Bill Ayers, support of Holder, Van Jones, and others, and prosecuting AZ. I hope that is complete enough.

State Representative Carlos Mariani (DFL-District 65B) writes that during the current session of the Minnesota Legislature he is carrying HF 3421, a bill that he claims will transform high school assessment and accountability and better focus state graduation requirements on preparing students for college (Villager Viewpoint, March 31). Mariani has served on and led House education committees for years, yet admits “the number of U.S. high school students prepared for college and the work place is lagging behind other industrialized countries.” Minnesota is now among the worst in the U.S. for performance of students, after several years of liberal control of state education policy.One thing you notice right away when studying Mariani’s legislative record is how combative he is with commissioners in his legislation. making it essentially illegal for insurers to charge people different prices based on their health,

age, or other factors; to force everyone to participate in the system so that the healthy do not

wait until they’re sick to buy insurance; to align various insurance reforms in a way that would

raise premium costs in the private market; and then to introduce a government-run insurer that,

whether through Medicare’s negotiating leverage or through various exemptions from market

pressures, could undersell private insurers and so offer an attractive “public option” to people

being pushed out of employer plans into an increasingly expensive individual market.

Conservatives opposed this scheme because they believed a public insurer could not introduce

efficiencies that would lower prices without brutal rationing of services. Liberals supported it

because they thought a public insurer would be fairer and more effective.

But in order to gain 60 votes in the Senate last winter, the Democrats were forced to give up on

that public insurer, while leaving the other components of their scheme in place. The result is not

even a liberal approach to escalating costs but a ticking time bomb: a scheme that will build up

pressure in our private insurance system while offering no escape. Rather than reform a system that

everyone agrees is unsustainable, it will subsidize that system and compel participation in it—

requiring all Americans to pay ever-growing premiums to insurance companies while doing essentially

nothing about the underlying causes of those rising costs.

Liberal health care mavens understand this. When the public option was removed from the health care

bill in the Senate, Howard Dean argued in the Washington Post that the bill had become merely a

subsidy for insurance companies, and failed completely to control costs. Liberal health care

blogger Jon Walker said, “The Senate bill will fail to stop the rapidly approaching meltdown of our

health care system, and anyone is a fool for thinking otherwise.” Markos Moulitsas of the Daily Kos

called the bill “unconscionable” and said it lacked “any mechanisms to control costs.”

Indeed, many conservatives, for all their justified opposition to a government takeover of health

force a crisis that would require another significant reform. Liberals would seek to use that

crisis, or the prospect of it, to move the system toward the approach they wanted in the first

place: arguing that the only solution to the rising costs they have created is a public insurer

they imagine could outlaw the economics of health care. A look at the fiscal collapse of the

Medicare system should rid us of the notion that any such approach would work, but it remains the

left’s preferred solution, and it is their only plausible next move—indeed, some Democrats led by

Iowa senator Tom Harkin have already begun talking about adding a public insurance option to the

plan next year.

Because Obamacare embodies a rejection of incrementalism, it cannot be improved in small steps.

Fixing our health care system in the wake of the program’s enactment will require a big step—repeal

of the law before most of it takes hold—followed by incremental reforms addressing the public’s

real concerns.

To blunt the effects of all this, the Democrats have worked mightily to give the impression that

some attractive benefits, especially regarding the rules governing insurance companies, will begin

immediately. This year, they say, insurance companies will be prevented from using the preexisting

medical condition of a child to exclude that child’s parents from insurance coverage, and a risk-

pool program will be established to help a small number of adults who are excluded too.

Additionally, insurance policies cannot be cancelled retroactively when someone becomes sick, some

annual and lifetime limits on coverage are prohibited, and “children” may stay on their parents’

insurance until they turn 26. Obamacare’s champions hope these reforms might build a constituency

for the program.

But these benefits are far too small to have that effect. The preexisting condition exclusion

prohibits only the refusal to cover treatment for a specific disease, not the exclusion of a family

from coverage altogether, and applies only in the individual market, and so affects almost no one.

More than half the states already have laws allowing parents to keep adult children on their

policies—through ages varying from 24 to 31. And the other new benefits, too, may touch a small

number of people (again, mostly in the individual market, where premiums will be rising all the

while), but will do nothing to affect the overall picture of American health care financing. CBO

scored these immediate reforms as having no effect on the number of uninsured or on national health

expenditures.

The bill will also have the government send a $250 check to seniors who reach the “donut hole” gap

in Medicare prescription drug coverage this year—and the checks will go out in September, just in

time for the fall elections. But the checks will hardly make up for the significant cuts in

Medicare Advantage plans that allow seniors to choose among private insurers for their coverage.

Those cuts begin in 2011, but the millions of seniors who use the program will start learning about

them this year—again, before the election—as insurance companies start notifying their

beneficiaries of higher premiums or cancelled coverage.

These early indications will help opponents of the new law make their case. But the case will

certainly need to focus most heavily on what is to come in the years after this congressional

election: spending, taxes, rising health care costs, cuts in Medicare that don’t help save the

program or reduce the deficit, and a growing government role in the management of the insurance

sector.

The numbers are gargantuan and grim—even as laid out by the Congressional Budget Office, which has

to accept as fact all of the legislation’s dubious premises and promises. If the law remains in

place, a new entitlement will begin in 2014 that will cost more than $2.4 trillion in its first 10

years, and will grow faster than either Medicare or private-sector health care spending has in the

past decade.

Some of the taxes envisioned in the plan, especially the so-called Cadillac tax on high-cost

insurance, are also unlikely to materialize quite as proposed, adding further to the long-term

costs of the program. And meanwhile, the bizarre incentive structures created by the law (resulting

in part from the elimination of the public insurance plan which was to have been its focus) are

likely to cause massive distortions in the insurance market that will further increase costs. The

individual market will quickly collapse, since new regulations will put it at an immense

disadvantage against the new exchanges. We are likely to see significant consolidation in the

insurance sector, as smaller insurers go out of business and the larger ones become the equivalent

of subsidized and highly regulated public utilities. And the fact that the exchanges will offer

subsidies not available to workers with employer-based coverage will mean either that employers

will be strongly inclined to stop offering insurance, or that Congress will be pressured to make

subsidies available to employer-based coverage. In either case, the program’s costs will quickly

balloon.

Perhaps worst of all, the law not only shirks the obligation to be fiscally responsible, it will

also make it much more difficult for future policymakers to do something about our entitlement and

deficit crisis. Obamacare constructs a new entitlement that will grow more and more expensive even

more quickly than Medicare itself. Even if the program were actually deficit neutral, which it

surely won’t be, that would just mean that it would keep us on the same budget trajectory we are on

now—with something approaching trillion-dollar deficits in each of the next 10 years and a national

debt of more than $20 trillion by 2020—but leave us with much less money and far fewer options for

doing anything about it.

In other words, Obamacare is an unmitigated disaster—for our health care system, for our fiscal

future, and for any notion of limited government. But it is a disaster that will not truly get

underway for four years, and therefore a disaster we can avert.

Without a doubt, the Democrats’ program is worse than doing nothing. But the choice should not be

that program or nothing.

Republicans this past year offered a variety of such approaches, which varied in their ambitions,

costs, and forms. A group led by representatives Paul Ryan and Devin Nunes and senators Tom Coburn

and Richard Burr proposed a broad measure that included reforms of Medicare, Medicaid, the

employer-based coverage tax exclusion, and malpractice liability and would cover nearly all of the

uninsured. The House Republican caucus backed a more modest first step to make high-risk pools

available to those with preexisting conditions, enable insurance purchases across state lines,

pursue tort reform, and encourage states to experiment with innovative insurance regulation. Former

Bush administration official Jeffrey Anderson has offered an approach somewhere between the two,

which pursues incremental reforms through a “small bill.” Other conservatives have offered numerous

other proposals, including ways of allowing small businesses to pool together for coverage, the

expansion of Health Savings Accounts and consumer-driven health care (which Obama-care would

thoroughly gut), and various reforms of our entitlement system.

The approach to health care just adopted by President Obama and the Democratic Congress thoroughly

fails to deal with efficiency and cost, and stands in the way of any meaningful effort to do so. It

is built on a fundamental conceptual error, suffers from a profound incoherence of design, and

would make a bad situation far worse. It cannot be improved by tinkering. It must be removed before

our health care crisis can be addressed.

If we are going to meet the nation’s foremost challenges—ballooning debt, exploding entitlements,

out of control health care costs, and the task of keeping America strong and competitive—we must

begin by making Obamacare history. We must repeal it, and then pursue real reform.

Saint Paul Public Schools has a contract with HealthPartners for medical insurance and a
contract with Delta Dental for dental insurance. Employees may choose from three Health
Partners plans: Distinctions Plan, Primary Clinic Deductible Plan, and the HSA Qualified
Deductible Plan. Delta Dental is the only plan choice for dental insurance. To be eligible for
insurance coverage, an employee must be a regular, permanent employee working at least 20
hours per week. Coverage begins after 30 days of regular employment. District contribution
towards the monthly premium is determined by each labor agreement. For most employees
in plan year 2009, single insurance is covered in full by the District contribution.
Insurance is bid every five years according to MN law. Carrier selection and plan design is

The SEIP article going around the lefty blogs separates the school districts' insurance from the struggles of Education Minnesota and the various insolvent retirement funds LCPR (Legislative Commission on Pensions and Retirement) is attending to. But the same unions who are asking for a pension bailout are deeply involved in each district's healthcare. The article states 2 Democrats, Representative Larry Hosch and Senator Scott Dibble, are saving taxpayers money with "common-sense" when, really, school district employees are losing what little control they have and will likely pay more not less, even as SEIP assumes the full cost and increases the taxpayer burden.

Let's divide the number of ISD625 k-12 employees by the total MDE k-12 employees 100,000 to get 29.4. 29.4 multiplied by $23.65 million (the k-12 portion of the $42 million, which probably includes claims as well as matching premiums but not the employee's 20% match) is $695.79 million.
I don't believe we should include the employee's 20% match since we are talking only about taxpayer expense, not the 20% employee's expense which will probably be the same under SEIP.

To get the $1 billion savings, MMB calculates the savings as if SEIP were already enacted in 2008.
MMB doubles the number of MDE employees (presumably 100,000?) to account for spouses and dependents and get the pool of 200,000.

So the actual savings is well lower than the estimate and may even cost the state money as the fund builds it's reserves. The cost charged to teachers by the MDE for SEIP should be well lower than what MMB seems to recommend MDE charge the teachers unions for the new insurance program.
The whole thing may be replaced by a potential Medicaid or Obamacare-based plan which would probably be far worse.

Again, what is wrong with the teachers' union-negotiated contracts that occur direct with providers such as HealthPartners? Did the unions negotiate such bad deals that they now need bailouts for the healthcare programs they control in addition to the bailouts they already requested for their failed pensions?

Updated data is needed.
The article should include breakdowns by district with employee counts. Are only independent school districts included?
If the existing fund for the healthcare plan is solvent where is the figure showing the reserve amount that will be rolled over to the new plan?

This bill does not control costs (or) reduce deficits. Instead, (it) adds a new health care entitlement when we have no idea how to pay for the entitlements we already have.

The bill has 10 years of tax increases, about half a trillion dollars, with 10 years of Medicare cuts, about half a trillion dollars, to pay for six years of spending. The true 10-year cost (is) $2.3 trillion.

The bill takes $52 billion in higher Social Security tax revenues and counts them as offsets. But that’s really reserved for Social Security. So either we’re double-counting them or we don’t intend on paying those Social Security benefits.

The bill takes $72 billion from the CLASS Act (long-term care insurance) benefit premiums and claims them as offsets.

The bill treats Medicare like a piggy bank, (raiding) half a trillion dollars not to shore up Medicare solvency, but to spend on this new government program. The chief actuary of Medicare (says) as much as 20% of Medicare providers will either go out of business or have to stop seeing Medicare beneficiaries.

How do we fight this presidential malpractice?

Most of this is a challenge to Obama to open up. Some of it though is not conservative - like when Cramer later concedes to the caller that alot of the Obama agenda he might agree with at another less critical time; or when he appeals to the government to stabilize the market; or when he says "I felt the total lack of control that we all feel right now; the 'it's out of my hands' the 'where's the authority', the 'hey it's amateur hour at our darkest moment'. It's the feeling of capitalism vanishing. businesses capsizing under their own weight, thanks to an administration that doesn't seem to know or maybe doesn't care."

This is why Cramer is a definitely not libertarian. We have a bankruptcy system for companies no matter how big they are.
It was people like Cramer - capitalists with populist appeal and inbred talent for asking for money from business and government equally - that encouraged misguided policy like bailouts. They may also have helped legislate out of existence corporate raiders who in the 80's parceled out failing companies with assets before they came face to face with bankruptcy.
Bankruptcy and raiding are both better than public investment in failed enterprises at the height of their despair.
Public panic and runs on failed banks are a different matter and don't apply to failed insurance companies because renewal dates are staggered.

Promoting conservatism statewide by being a strong local proponent is the third of 3 themes in my campaign.
The first is energy policy for Minnesota jobs.
The second is bringing business to St. Paul specifically in order to employ people and help the underprivileged which Carlos Mariani might pay homage to at poor people rallies but whose jobs and self-interest are undermined by Mariani's Democratic policies.

The section of Not Evil but Wrong minimizing the legitimate Mad Cow disease crisis that killed 200 people and lumping it with Rachel Carson's 1960's mistaken evaluation of DDT as harmful (it is not harmful in the modest agricultural doses necessary to fight malaria - in fact it saves lives) and her mistaken claim DDT was not ever used in the US (it was in the 40's and 50's) is my only criticism of the movie.
The rest of the movie was very good, providing info on Canadian mathematician Steve Mcintyre in his fight against Michael Mann's deceptive or flawed hockey stick chart and James Hansen's minimization of the flawed or deceptive data presentation. Another flaw revealed was the identification of the hottest year on record which Al Gore and others used in congressional testimony and elsewhere to argue that warming is recent when in fact the hottest year was was 1934.
The movie centered on the quest to receive a response from Al Gore from a young Kentucky couple dependent on a coal burning factory job who oppose coal being shipped out of the US (exported) and foreign oil being shipped in (imported).

Al Gore looks like a selfish cynical hypocritical globalist exploiting a) a young climatology profession, b) an apparent need among Democrats for some kind of catholic (meaning universal or commonly understood) political rhetoric, and c) childrens' love of polar bears, which, we are told by Al Gore's disciples, are being killed by Global Warming. The movie shows a polar ice cap expanding, contrary to the global warming contentions.
Al Gore presented a case before Judge Burton in Britain in 2007 where he sought to distribute his work among schools. The judge said his work was flawed and not true and that several corrective points had to be disclosed to every student who viewed the film.

Patrick Moore, former Greenpeace founder, is in the movie saying the Greenpeace agenda is now "anti-human".

The earth is cooling, not warming. Warming would not be a bad thing and will probably occur as part of a cycle yet to be identified more clearly. Man-made carbon dioxide is not dangerous to the life cycle (oxygen emitting plants thrive in CO2) and may not account for climate warming. Carcinogens and other pollutants formerly emitted are no longer emitted by US coal burning plants complying with modern standards - just look at the color of the smoke from the smoke stacks.

Al Gore stands to profit from carbon-credit trade created by Democrat congress's Cap & Trade legislation at the exclusive expense of US power plants and US citizens who use US power. His European based operations are not accountable to the US SEC which would probably prosecute him for a fraudulent prospectus according to Lord Monckton in a separate appearance on the Chris Baker show last week.

Cap & Trade will destroy the US economy.

Chapter 44. Employee Authority in Immigration Matters

Sec. 44.01. Purpose and policy statement.
This chapter clarifies the communication and enforcement relationship between the city and the United States Department of Homeland Security ("homeland security") and other federal agencies with respect to the enforcement of civil immigration laws. The city works cooperatively with homeland security, as it does with all state and federal agencies, but the city does not operate its programs for the purpose of enforcing federal immigration laws. Homeland security has the legal authority to enforce immigration laws in the United States, in Minnesota and in the city. It is the policy of the city to respect the role of homeland security by avoiding pro-active enforcement of civil immigration laws. This chapter is not intended to limit the proper enforcement of generally applicable laws. It is the policy of the city that all residents are equally entitled to protection and that all residents should be able to access city services to which they are entitled, without regard to their immigration status under federal law.

Sec. 44.02. General city services.
(a) To the extent permitted by law, in determining eligibility for, and providing general city services, city employees shall be governed by the following requirements:
(1) City employees are to carry out their regular duties for the purpose of administering general city services and program. Employees may complete I-9 forms, may question a person regarding the I-9 form and documents supporting the I-9 form, and may allow homeland security to audit the I-9 forms as allowed by law. With the exception of inquiries allowed by law or as necessary for law enforcement purposes, no St. Paul city officer or employee should inquire into the immigration status of any person or request any documents or information verifying the immigration status of any individual. Employees shall comply with any properly issued subpoena for the production of documents or witnesses, even if related to immigration issues or issues of homeland security.
(2) City employees shall follow general city, state and federal guidelines to assess eligibility for services. City employees shall only solicit immigration information or inquire about immigration status when specifically required to do so by law or program guidelines as a condition of eligibility for the service sought. City employees may require evidence of a person's identity and may ask to see a person's personal identifying documents only when specifically authorized and required to do so by the employee's work duties. Information about immigration status in the possession of or known to city employees and representatives, however received, shall not be maintained or recorded except as otherwise specifically required by law. The confidentiality of such information shall be maintained to the fullest extent permitted by the laws of the United
States and the state, including the obligation to maintain the confidentiality of personal information under the Minnesota Government Data Practices Act. City employees shall not discriminate against any current or potential service users on the basis of any of the protected categories listed in the city's human rights ordinance, Legislative Code Chapter 183.02(5), or on the basis of immigration status.
(3) Other than complying with lawful subpoenas, city employees and representatives shall not use city resources or personnel solely for the purpose of detecting or apprehending persons whose only violation of law is or may be being undocumented, being out of status, or illegally
residing in the United States (collectively "undocumented").
(4) Where presentation of a state driver's license is customarily accepted as adequate evidence of identity, presentation of a photo identity document issued by the person's nation of origin, such as a driver's license, passport, or matricula consular (consulate-issued document), or of a
photo identity document issued by any Minnesota county, shall not subject the person to an inquiry into the person's immigration status. This paragraph does not apply to I-9 forms.
(b) General city services defined. General city services shall mean all city services excepting those services specifically listed as public safety services in section 44.03
(c) Supervisors of general city services employees shall include information regarding the city's policy and expectations as set forth in this chapter in the orientation of new employees and as part of their employees' on-going in-service training.
(d) City attorney's office. Civil division employees may investigate and inquire about immigration status when relevant to potential or actual litigation or an administrative proceeding.

Sec. 44.03. Public safety services.
(a) To the extent permitted by law, in providing public safety services, employees of the police and fire departments, and the city attorney's office - criminal division, (collectively, public safety officials), shall be governed by the following requirements:
(1) Public safety officials may not undertake any law enforcement action for the sole purpose of detecting the presence of undocumented persons, or to verify immigration status, including but not limited to questioning any person or persons about their immigration status.
(2) City attorney's office - criminal division employees shall be permitted to:
a. Inform persons of the possible immigration consequences of a guilty plea.
b. Question and conduct cross-examination of a witness or defendant regarding immigration status.
c. Inquire about immigration status for purposes of bail or conditional release.
d. Investigate and inquire about immigration status when relevant to the potential or actual prosecution of the case or when immigration status is an element of the crime.
e. Take immigration status and collateral effects of possible deportation into consideration during discussions held for the purpose of case resolution.
(3) Public safety officials may not question, arrest or detain any person for violations of federal civil immigration laws except when immigration status is an element of the crime or when enforcing 8 U.S.C. 1324(c).
(4) Nothing in this chapter shall prohibit public safety personnel from assisting federal law enforcement officers in the investigation of criminal activity involving individuals present in the United States who may also be in violation of federal civil immigration laws.
(5) Nothing in this chapter prohibits public safety personnel from adequately identifying criminal suspects or assessing the risk of flight of criminal suspects.
(6) Where presentation of a state driver's license is customarily accepted as adequate evidence of identity, presentation of a photo identity document issued by the person's nation of origin, such as a driver's license, passport, or matricula consular (consulate-issued document), or of a
photo identity document issued by any Minnesota county, shall not subject the person to an inquiry into the person's immigration status.
(b) All such use of city public safety personnel under 44.03(a)(3) and (a)(4) shall be documented, including any applicable homeland security mission statement and operational guidelines, the reason for the dispatch of personnel, the name of the homeland security agent in charge, and the
name of the officer authorizing the use of city personnel.
(c) Supervisors of public safety officials shall include information regarding the city's policy and expectations as set forth in this chapter, in the orientation of new employees and as part of their employees' on-going in-service training.

Sec. 44.04. Complaints and discipline.
(a) An employee of the city who violates this chapter may be subject to disciplinary action, such as oral reprimands, written reprimands, suspension without pay, and discharge, under the appropriate union contract, civil service commission rules, or department work rules.
(b) Complaints of a violation by an employee of the city police department shall be received and investigated by the police internal integrity assurance unit and forwarded to the police civilian review commission. Complaints of a violation of this chapter by an employee of any other city department shall be received and investigated by the director of the office of human resources. The results of any such investigation shall be provided to the complainant in writing within ninety (90) days of receipt of the complaint. Complainants and witnesses shall not be asked to
provide their immigration status at any point during the complaint process, and no investigation of the immigration status of the complainant and witnesses shall be made by any city personnel in the investigation of such a complaint or thereafter.
(c) It shall not be a violation of this chapter to require the completion of I-9 forms .
(d) The city office of human resources, in consultation with the police civilian internal affairs review commission and affected communities, shall prepare and file in April of each year with the city council and the mayor an annual report and recommendations regarding the implementation
of this chapter.

Sec. 44.05. Subpoena.
Nothing in this chapter prohibits city employees from responding to a properly issued subpoena.

According to Alinsky, the organizer — especially a paid organizer from outside — must first overcome suspicion and establish credibility.

Next the organizer must begin the task of agitating: rubbing resentments, fanning hostilities, and searching out controversy. This is necessary to get people to participate. An organizer has to attack apathy and disturb the prevailing patterns of complacent community life where people have simply come to accept a bad situation. Alinsky would say, “The first step in community organization is community disorganization.”

The problem is trust IS whether you engage in these tactics or not.

Rules for Radicals

Rule 1: Power is not only what you have, but what an opponent thinks you have. If your organization is small, hide your numbers in the dark and raise a din that will make everyone think you have many more people than you do.

Rule 2: Never go outside the experience of your people.
The result is confusion, fear, and retreat.

Rule 3: Whenever possible, go outside the experience of an opponent. Here you want to cause confusion, fear, and retreat.

2 and 3 are self-defeating to the party (you or the opponent) that has a limited experience.

Rule 4: Make opponents live up to their own book of rules. “You can kill them with this, for they can no more obey their own rules than the Christian church can live up to Christianity.”

Not if everyone is aware of your tactic.

Rule 5: Ridicule is man’s most potent weapon. It’s hard to counterattack ridicule, and it infuriates the opposition, which then reacts to your advantage.

Don't be infuriated.

Rule 6: A good tactic is one your people enjoy. “If your people aren’t having a ball doing it, there is something very wrong with the tactic.”

Rule 7: A tactic that drags on for too long becomes a drag. Commitment may become ritualistic as people turn to other issues.

Rule 8: Keep the pressure on. Use different tactics and actions and use all events of the period for your purpose. “The major premise for tactics is the development of operations that will maintain a constant pressure upon the opposition. It is this that will cause the opposition to react to your advantage.”

Rule 9: The threat is more terrifying than the thing itself. When Alinsky leaked word that large numbers of poor people were going to tie up the washrooms of O’Hare Airport, Chicago city authorities quickly agreed to act on a longstanding commitment to a ghetto organization. They imagined the mayhem as thousands of passengers poured off airplanes to discover every washroom occupied. Then they imagined the international embarrassment and the damage to the city’s reputation.

"threat more terrifying ..." - Responsibility for the action lies with ghetto group not whoever the ghetto group chose to be their "target" to be "frozen". This is extortion - a shake-down of the tax-payers.

Rule 10: The price of a successful attack is a constructive alternative. Avoid being trapped by an opponent or an interviewer who says, “Okay, what would you do?”

Rule 11: Pick the target, freeze it, personalize it, polarize it. Don’t try to attack abstract corporations or bureaucracies. Identify a responsible individual. Ignore attempts to shift or spread the blame.

In other words, penalize anyone in government willing to help you. Penalize and attack those who seem most responsible.

3 politicians, Obama, Diversity Czar Mark Lloyd, Clinton, and a non profit executive, Gary Delgado, internalized and drew inspiration from Alinsky's Rules for Radicals.

Perhaps they (like Obama's employer Calumet Community Religious Conference (CCRC), a group that aimed to convert the black churches of Chicago's South Side into agents of social change) also sought to legitimize and establish in the culture a moral premise and justification for churches to allow politics, and support and manage government dependence.

To do this they needed to remove the stigma of federal dependence (an ACORN goal), and foster church-state cooperation.

Missing from the Alinsky method (Clinton's term) is any guidance on being a government official with custodial responsibility for programs created by the Left. This confuses officials elected by the Right.
Part of the governance philosophy of some people is to leave the advocacy for new programs and program expansion to outsider community organized groups trained in the Alinsky method. All concepts of responsibility by goverment officials in charge of social welfare programs are ignored. In the Alinsky method as it has been adapted by some, the only role of an official in charge of a government program is to create justification for increased budgets.

For example perhaps Rule 11 is meant to be guidance on what a government official should do when an assault (such as an extortion attempt or shake-down - the din and threat of Rule 1 and 9) on tax-payers occurs. In other words we should use Rule 11 against those who would use Rules 1 and 9 against the government.

No. The success of a government official should reflect bravery in defending the interests of government tax-payers and competence in sustaining government with as little confiscatory tax as possible.
Does federal largess discourage competitive excellence? Yes.
Do we disrespect institutions by driving up costs with pandering promises, deceptive math-oriented justifications for budget increases, or setting to budgets artificially high cost-of-living or inflation increases? Yes.
Which programs are important and which are not needed or unconstitutional?
How can we sustain important social program and best meet the interests of tax-payers?
Should we audit non-profit recipients of federal and state money more? Yes.

The audacity of these 27 people to now claim they were attending a concert, on their way to work or gathering in the park is deeply offensive to me. As an eyewitness to much of the turmoil it was obvious that diligent opposition protest coordination was taking place. On top of that they want to take millions of our tax money for their own misguided, dishonest ends.
The fact that the $10M insurance policy was even mentioned by the attorneys speaks to the motives of these 27 people.

In case irony is missed here, Susan Gaertner could have successfully prosecuted these same people under terrorism charges, which she declined to do under pressure from left wing groups.

Twenty-seven of the people who claim they were herded by police into a riverfront park and arrested on the first day of the Republican National Convention have sued the city of St. Paul and 20 unnamed law enforcement officials for allegedly violating their civil rights.

The lawsuit was filed in federal court Tuesday, the one-year anniversary of the start of the GOP convention, held at the Xcel Energy Center. The 27 named plaintiffs hope to represent what they claim were about 200 people arrested along Shepard Road on Sept. 1, if and when the lawsuit is certified as a class action. That could take six months or more, said Bob Kolstad, the plaintiffs' attorney.

At a news conference Tuesday, Kolstad said many of those arrested were trying to get to a concert being held across the river on Harriet Island. Others were on their way to work or gathering in the park. People were detained for hours in the hot sun and some of those arrested were held in jail for 72 hours, he said.

"We do not believe that any of the people who were herded into this park did anything illegal," Kolstad said. All charges filed against those arrested have been dismissed, he said.

He said the fact that convention organizers took out a $10 million insurance policy to indemnify the city and its employees against lawsuits "proves that they intended to violate people's civil rights in order to secure the city in the manner they found to be acceptable."

City Attorney John Choi said he could not comment on the specifics of the lawsuit because the city attorney's office will not be handling the defense of the city and the insurance company's interests. But Choi said Kolstad's comments about the insurance policy were "flawed logic."

"We have insurance 365 days a year for the same thing that was covered by this $10 million insurance policy," he said.

A separate federal civil rights lawsuit related to the convention also was filed Tuesday. Erin Stalnaker, Sarah Coffey and Kris Hermes are suing the city of St. Paul, the Ramsey County Sheriff's Office, the FBI, 15 named police officers and seven unnamed officers in connection with a police raid Aug. 30 on a duplex on St. Paul's Iglehart Avenue.

Attorney Rachel E.B. Lang said Stalnaker was renting half of the duplex owned by Mike Whalen when more than a dozen law enforcement officers "stormed" the duplex without a search warrant. No one was arrested and no charges have been filed.
Whalen filed a federal lawsuit months ago regarding the same raid, said his attorney, Ted Dooley.

When I have time I may write short one act Hardy Boys plays for teachers to download, as Hardy Boys "fan fiction", with a small government theme.

Wouldn't it add needed depth to the Hardy Boys stories if in the Edward Stratemeyer guidlines provided to ghost writers like Leslie McFarlane to base stories on, it was said that Fenton had a great grandfather who fought for Burgoyne on the English side and that his business career suffered thereafter because the family was labeled by the bluebloods as traitors? And wouldn't it make more sense in explaining Joe's famous impetuousness if, carrying on the Hessian mercenary theme, one of Fenton's brother was a turn of the century anarchist and terrorist targeted by Hoover and Palmer and imprisoned? The Hardy family's roots in New York have never been explained. And wouldn't it explain Fenton's principled righteousness if he were a supporter of the Republican "Old Guard" - Lincoln etc and not Teddy Roosevelt? Fenton would then oppose both Wilson and TR for imperialism. Fenton would be pro-free-enterprise and a constitutionalist. Fenton could be the first small government advocate - a man ahead of his time! It's actually the same stance most conservative Southern Democrats took except without the slave policy.
As for the Hardy boys, let them meet some old guy in a house with founder-motifs like Lafayette silhouettes and flor de les, who still by rote, considers withholding privilege (an opportunity to solve a mystery or do a job) from the family because of the Burgoyne connection. Have Joe brag about how white privileged guys split the black-woman alliance in 1869 and be corrected by Frank that 1) the principle and spirit of the constitution was applied and there is no personal sentiment involved in the needed policy changes, and 2) blacks deserved the vote and needed power to effectively exercise their new-found constitution-based freedom.
Have the boys criticize womens' first legislative efforts through Tony Prito's sister's political lyceum events in the Hardy's gymnasium at which public figures are invited to speak and whose speech is then analysed by the group.

One of the most notorious news stories of the past week was Democratic Congressman John Conyers' ridiculing of the idea that he and his fellow legislators should actually read bills--here, the health care "reform" act--before voting on them.

So I would propose a simple, bright-line rule. In recent months many observers have said that if a company is too big to fail (i.e., in a pinch the government will bail it out), then it is too big to exist. I think there is a lot of merit to that idea. Here is my corollary: if a bill is too vast for a Congressman to read and understand, it is too big to pass. If a Congressman can't read the bill, he shouldn't vote for it. The appropriate response to any such legislation is: just vote "No."

The Democrats' "balanced" budget proposal this session was available for review and debate only in the last hours of the session.

I guess that makes Kelliher the "Can't Do" governor - the "Problem-Preserver" instead of the Problem-Solver.

2009 HR 1338. The insinuation of this Act - that young Obama's job, the publicly subsidized job of community organizer, mixed as it is with the job of policy advocate for those wishing to procure or retain government funds, is the epitome of national service - on any level is ridiculous. And then having the profession-specific government funded summer activity culminate on September 11, a day which has a separate, common meaning for us, is the height of arrogance.
In protest, if you are a realtor, post weekly, up to 9/11, on how real estate work might build national character. If you are a data professional post weekly on the ethics of data management. If you are a meat cutter, post weekly on your steady contribution to the feeding of America. If you are an attorney post weekly on constitutional principles and how often they are neglected. In other words, write about the best your profession is, how your profession best represents itself, and how it might also serve as a national sensibility in a way much better than altruistic volunteerism attached to the profession of a community organizer, who, in a practical sense, needs volunteers to justify his job.

Included in each post should be a pragmatic pitch for unpaid interns, to complete the parody, if you will, of how HR 1338 is assaulting our idea of national service and patriotism in a way that benefits only one of many professions.

Jason Lewis on June 22 (2nd hour I think) extols the virtue of self-interest. There is great sanctity in any narrowly focused work for many reasons including individual character-building and skill-set maintenance. If the work ultimately leads to the betterment of humanity and isn't an effort to cover-up responsibility, as are certain script-kiddie efforts against my Facebook.com account that happened June 10 2009, the work is also a national service, whatever it may be.

I await their response to info only the guilty culprits would be familiar with - the java script that was probably given to Zaharia Bogdan and Radu Tofan by Andrei Polev and used in the June 10 attack.
Andrei Polev has an extensive online Malware reputation.
The rotating IP address service Andrei Polev furnished and for which he may have been paid by the person who attacked my Facebook friends, was this:

The person who used Andrei Polev's service last night in the attack on my friends will be discovered.

Part of a spam attack is the all too common assumption the victim "probably got on a list" somewhere at some point.
In some cases this perception of the victim may be the only reason the attack is executed to begin with.

ANYONE can do what I did June 11 in response to the June 10 2009 attack of this post. I immediately emailed back everyone warning not to open or click. FB recommends you delete all spam. I changed my password and logged out. Ran an A/V update.
Then I examined the emails that were sent out and sent back to me by friends. At first the various domains were confusing. Then I noticed when I refreshed one of them, it resolved briefly at first to Andrei Polev's website (see deltondigest.com for details), then to some IP address containing a phony You Tube video. Note there was also in the same attack a separate URL http://gsmboxes.com/megatube/ that went to a Facebook application.

Because http://gsmboxes.com/megatube/ led to a FB application unlike the other links, I did not click through and capture incriminating evidence that those responsible harbored javascript or other code that had a widget-like relationship to known Malware domains,services and persons.

There were also URL's that resolved to various indecent web sites that changed by the hour.
Additionally each time you refreshed Andrei Polev's website with a certain parameter, you got redirected to a different IP address containing the exact same fake You Tube web site. I looked up the domain cgpay0406.com in the appropriate whois (the whois of whoever is the registrar for it).
This gives us the contact info for the admin responsible for the domain.
I then wget'ed each domain involved. What wget does in -m mode (mirror the website on your hard drive) is automate the process of exploring each and every link contained in the site's web pages.
On at least one of the domains involved a file called 4e7lf.js was discovered containing incriminating code only the guilty party would be familiar with.
This I emailed to each of the admins in charge of the domains involved asking for comment.

A friend gave great professional advise in FB to me:
Jamie, when you first posted (well not you) the you tube video link, I was going to respond to you and everyone NOT to play that video... very sorry I didnt. I got side tracked! I clicked on the link, but it asked me to install Flash Player 10.32.... the latest version of flash is only 10.2 IIRC. When ever I get the "flash update" windows I go directly to adobe's page and download it and install it. If the website still asks to update, I then know its a spoof file that is nothing but trouble. Sucks that there is deviant idiots out there that think this crap is fun and entertaining!

New social adjective spambastic.
To act in passive aggressive callous disregard for others.
For example, say you are waiting for traffic so you can turn left but not leaving room for traffic from your rear to pass you if you are able to do so by moving forward a bit. Drivers might say "that spambastic bastard - can't he move up a bit".
Another example of a spambastic action might be Replying To All to actual spam. That action would be to act like spam against those people as if your computer was infected but it's actually not.

I notice also there is another Jamie Delton account with no profile picture, friends on which I'm waiting for friendship. This might have been used in the June 10 attack. On June 10 from around 6:30 to 7:00PM my Android G1 Google phone with updated 1.5 OS displayed constant shaking and unresponsiveness in the main display, was clicking dial pad digits without my direction in the Dial application, did not respond when I clicked /touched digits, and then had to be shut down whereupon, after reboot, it continued the behavior. My Google Mail and FB are commonly accessed from the phone.

Then at 11:58 PM on June 10 the spam was sent out.

I don't want to dwell on the last session but if there's one thing to remember - it is the Democrats actually thought it was sound economics to expand government in a recession.

The Democrats' idea of government fiscal responsibilty is mustering "courage" to tax. Their idea of fiscal responsibilty in a recession is to spend government money.
Democrats favored once again government expansion by coercion at the budget level, not in public debate.
Add to that the Democrats' willingness to enter yet another embarrassing and costly special session, and the Democrats' unbridled greed in passing appropriations for their narrow interest or bloated programs that well exceed the state tax rolls.

To claim that making them public makes them useless is to insult our intelligence. MC knew what it was doing when it put a graphic of Alice in Wonderland at the top of this post.
Oh, and Nate, the DFL already has our lists. MC knows this firsthand but let's keep that between us; people feel special if they are fooled into thinking they are part of something secret. Da Vinci Code for Republicans!
The very worst outcome of transparency, from what we can glean from Nate's comment, is that the DFL might spam us.

MC contacted state central delegates using emails that had come into our possession. MC received a certified letter from, yes!, Tony Trimble threatening a lawsuit and demanding we contact him and return all lists. MC did contact said office. MC never heard from legal counsel for RPM (can we review how legal work is ladled out at the State Central meeting?). The old guard even went after the job of a friend of MC's who used the same list. Stay classy,

I'm not a delegate but I am interested in the dividing lines on the state exec board on the issue of sharing delegate contact info (about 400 emails) with the delegates themselves. From observing Craig Westover's presentation on May 21 and from what I've been told, only Dorothy Bill [Doug -ed] and Scott support sharing contact info among the delegates. Perhaps sharing only email/phone info and not address info would be an acceptable compromise. The delegates at some point need to candidly discuss the issues among themselves and they can't do it without contact info. The process should already be started. On the other hand if the intentions of the recent Ron Paul wave of people do not reflect traditional conservative values then it's just as well the longstanding 'throttle' on internal comm be preserved. RP-ites' intentions may be questioned because of specific CD2 activity reported by Janet and because many admit not voting for McCain last November.

Share the 400 delegate/alternate list with each BPOU Chair for the same purpose before the convention.

You misidentify the problem Nate. You have transmitted and stored data. SSL encrypts transmitted data accessed via an https prefixed web address such as a web forum. Security of an SSL forum which might be implemented by the MNGOP IT staff on their domain or on facebook.com, is not exactly what we need. Stored data security (accessed via credentials) may be a useful tool but it is also not exactly what we need.We need MNGOP policy that allows for mutual use of the list for SCC delegates to communicate with other delegates and directs IT to set up credentials and SSL or allows a distribution list. The policy should be complete with no-forwarding policy, credential responsibilty etc. If there exists such policy already - perhaps from the RNC - then it should be disclosed.

That means spending isn't just growing, spending's growth is growing! The orange (bottom) line represents what we would expect to spend each year if we just kept up with population growth and spent the same amount per person per year. Minnesota Democrat's irresponsible deception over the course of many years, but most strikingly, at a time when we can't afford tax increases in the current recession, is helpully graphed by Bruce. The graph illustrates what is usually referred to by Minnesota Democrat budget experts as "leading" salaries keeping up with inflation. The trend is actually an increase in the RATE at which EACH person is taxed. As Bruce puts it, spending isn't just growing, spending's growth is growing. Yet the Democrats continued their same rigid spending advocacy and refused, when asked by the governor, to apply smart cuts based on sober evaluation of government functions and priorities. And to all those saying "a pox on the houses of both parties" let me remind you the Democrats control BOTH the MN house and senate and twiddled their thumbs for MONTHS without acting to propose a balanced budget which is the legislature's most important duty. Minnesota Democrats have done this session after session after session despite in many cases controlling one or more body or the governorship. Instead they again engaged in deception by proposing in the last days various bills and a weakly thought-out budget in the last few seconds. Their self-aggrandizing eagerness to enter a special session which they were sure would be blamed on Governor Pawlenty was foiled by Pawlenty when he announced the Democrats had submitted enough spending bills for him to line item veto and unallot. Unallotment is the process of meeting the legislative constitutional duty of not spending more than the revenue available by removing over-spending - gee, what a concept! Too bad Minnesota Democrats had no clue about unallotment before they submitted all their narrow interest bills in the last days. Too bad their principles didn't guide them to make the hard decisions themselves to obtain a balanced budget proposal when they had control of the process from January to May 2009.

This legislative session, we have seen a stark contrast in leadership from those at the Capitol.
Gov. Tim Pawlenty offered a balanced budget starting in January. Facing a $5 billion deficit, he worked to set the priorities in state government, incorporated reform and kept Minnesota looking to the future. By not raising taxes, we will be able to attract and encourage businesses to hire more workers so we can emerge from this recession.
On the other hand, Democrats passed spending bills that left the budget unbalanced by $3 billion. In a last-minute stunt, they passed another tax increase to claim they offered a balanced budget even though they didn't have the votes to override a veto. It's a disturbing lack of leadership from the Democrats in charge of the Legislature to fail in their most basic of tasks -- to balance the budget.
Fortunately, Pawlenty will not call a special session and will not allow a government shutdown. He will use the power of line-item vetoes to reduce Democrats' out-of-control spending and will use the process of unallotment to cross the final gap. The decisions he is forced to make because of the Democrats' failure are not easy, but it's exactly the kind of bold leadership we needed in our state. The Democrats, too willing to accept a special session, relish the threat of a shutdown and consistently delay their work to the last minute.
While the Democrats stomp their feet and call Pawlenty names, they have only themselves to blame. They took three months to unveil their tax-increase proposals. They missed their own self-imposed deadlines to pass budget bills. They passed spending bills unbalanced by $3 billion. Then they deliberately passed a last-minute veto-bait tax increase that had no chance of standing.Democrats refused to sit down with Pawlenty to examine meaningful reforms to state government to reduce the out-of-control rate of growth in large parts of the budget. Instead, they sought to pass the buck to average Minnesotans through myriad tax increases, even though they knew they didn't have the votes to override a veto. Under their proposals, Democrats would have eliminated the home mortgage interest deduction, would have raised income taxes and alcohol taxes, and would have imposed taxes on Internet downloads. No Minnesotans would have escaped the raid on their pocketbooks.
Although Larry Pogemiller and Margaret Anderson Kelliher are fond of accusing Pawlenty of unwillingness to compromise, the Democrats refused to work with Pawlenty. He extended several offers incorporating some of their key priorities and accepting some of their positions, but the Democrats stubbornly refused to give up on forcing Minnesotans to pay billions more in taxes. Raising taxes on working families and struggling businesses during a recession is a recipe for disaster, and Pawlenty was right to stand his ground and say no to more taxes.
In the end, Minnesota will be stronger for Pawlenty's decisive action. The unallotments and line-item vetoes aren't the ideal solution to the budget, but they are the best available tools we have to prevent further overreach from Democrats.

The loathed president will come to be seen for the hero he is, and the courage it took to actually act on removing Saddam Hussein. His legacy will be a great one, despite the treasonous MSM that created the loathing. On the contrary, the legacy of the current fraud illegally inhabiting the White House will be that of the most damaging administration of our lifetime.
